Every opportunity is backed by traceable BSEE evidence.

This page explains how GOMDecom turns raw regulatory filings into a ranked opportunity radar—and where the limits of that interpretation are.

1. Data sources

GOMDecom snapshots 19 official BSEE bulk datasets every day: platform structures and removal applications, eWell abandonment permits and end-of-operations reports, borehole status, lease assignments and ownership, lease production, pipeline permits, and BSEE decommissioning cost estimates. Every event on the site links back to its source dataset, and source values are kept attributable.

We monitor these datasets under their current federal publication naming. No non-public or scraped-portal data is used.

2. Change detection

Each daily snapshot is compared row-by-row with the previous one. Only meaningful differences survive: new permits, changed dates, ownership moves, removals, and work commencement. A record that merely re-appears unchanged is not an event.

3. Opportunity grouping

Related wells, structures, pipelines, and leases that share an operator and area are grouped into one commercial opportunity. This is the unit you see ranked on the radar: an operator, a block, remaining observable scope, and the evidence trail behind it.

4. Lifecycle stages

WATCH
Early signals only—ownership moves, production cessation, idle wells. No decommissioning filing yet.
PLANNING
Abandonment or removal paperwork is moving—permits filed or approved, but field work has not been observed.
CONFIRMED
The relevant abandonment/removal filing has reached approval or final action.
EXECUTION
Work commencement is on record. Part of the scope is being executed; remaining scope may still be open.
COMPLETE
The obligation is discharged in the record—boreholes permanently abandoned, structures removed, site work finished.

Note: “Complete” refers to the observable record for that scope item. Formal site-clearance verification is a separate BSEE process and is tracked from its own filings.

5. Commercial score (0–100)

The score estimates how much pursuable work an opportunity likely represents, and how timely it is. It is a weighted sum of observable factors:

  • Remaining observable scope — unplugged wells, standing structures, pipeline segments still on record. The largest weight.
  • Sales-window signals — e.g. permits filed with work not yet commenced.
  • Known future milestones — dated, planned work in the filings.
  • Regulatory clock — lease status, passed decommissioning deadlines, idle-iron exposure.
  • Production cessation — last producing month on record.
  • Momentum — the operator's active campaigns and activity in the same area.
  • Signal freshness and stage certainty.

Every brief lists each factor with the points it contributed. Nothing in the score is a prediction of tenders or procurement—it is an interpretation of the public record.

6. Confidence (0–100)

Confidence measures how well-evidenced the opportunity is, not how certain the work is. It rises with the number of BSEE permit and application records behind the grouping, end-of-operations confirmations, BSEE cost-estimate coverage, and corroboration across independent datasets. A high-confidence opportunity is one where many separate records tell the same story.

7. Sales window

Each opportunity carries a window judgment—engage now, bid / verify, execution, or closed—derived from where the scope sits in the lifecycle. BSEE data does not record contract awards, so the window describes what the filings show about work status, not whether a contract exists. Verify award status through your own channels before committing pursuit resources.

8. Limitations

  • GOMDecom is not the authoritative BSEE/BOEM record. Always verify against the cited government source before acting.
  • BSEE cost figures (P50/P70/P90) are regulatory exposure estimates, not tender values or contractor revenue.
  • No tender, procurement, or contract-award data is monitored. “No work start observed” never means “no contract awarded.”
  • Relationships across BSEE datasets are complex; grouping is our interpretation and each brief keeps the underlying records visible so you can check it.
